He was the son of John Cain, leader of the Labor Party in Victoria. After high school, Cain attended Scotch College, Melbourne, and the University of Melbourne. There he studied law.
From 1971–72, Cain worked as the chairman of the Victorian Law Institute. He was elected to the Victorian Legislative Assembly as MP for Bundoora in 1976. He served as the premier of Victoria from 1982-90 and was a state Labor MP for 16 years.
Following his retirement from politics, Cain became the professorial fellow in politics at the University of Melbourne and wrote three books.

“It is with great sadness that we advise that John Cain passed away overnight,”

“He is much loved and admired by his family and will be greatly missed.”
John Wylie AM, president of the Library Board said, “John Cain will be remembered by all at the library for his principles, integrity and humility as well as the valuable and enriching contribution he made during his time here”.
